Toro Rosso driver Scott Speed has been penalized after race stewards at Hungaroring decided that the American had impeded another driver during the first phase of qualifying.
The American forfeited his best time (1:22.317) which would have seen him start from 19th position on the grid. Instead, he will start from 20th, behind Takuma Sato, his (second best) qualifying lap having been 1:23.005.
